Conflict remained most intense in Sagaing Region, which accounted for nearly half of all SAC fatalities and the majority of civilian arrests. A significant political trend during this period was the widespread 'Our Ambassador - Our Voice' protest movement against the junta's proposed elections.

- September 23: 25 PDF members were killed following a military raid in Myinmu Township, Sagaing Region.
- September 24: Revolutionary joint forces successfully captured three military camps in Homalin Township, Sagaing Region.
- September 27: A military airstrike on Chaung-U Township killed four civilians and left three PDF soldiers missing.
